The packet for this week's Apopka City Council meeting is only 132 pages long. Many items look routine, but there are several items that should prompt some interesting discussions and public comment.

The first of two Consent Agenda items is the approval of a $4,000 contract with CPH, Inc. to develop a site plan for an Aquatic Facilty to be built at Edwards field. The facility will include an Olympic size pool, gym, skate park and splash pad.
The "Consent Agenda" is a meeting practice which packages routine and non-controversial items not requiring discussion and/or separate approval as one agenda item. However, any member of the Council can request that any item on the Consent Agenda be "pulled," and discussed separately.
The Community Development Department is requesting approval to contract with Littlejohn Engineering Associates to complete the work that began in 2011 on the City's Form-Based Code. The Form-Based Code will apply to development within a general one-mile radius from the interchange at Kelly Park Road.
What is a Form-Based Code? According to Wikipedia, "A Form-Based Code is a means of regulating land development to achieve a specific urban form." Read more here.
According to the City staff, the City's Development Review Fees have not been reviewed since 1993. The staff is requesting permission to review and update the fee structure.
There are six items on the Public Hearing part the meeting agenda. The first five are routine.
Historically, the Apopka Police Department has conducted background screenings of coaches and other persons having routine contact with minors at city facilities. Florida Statutes now place the screening requirement burden on the organization that uses the facilities. The proposed Resolution transfers the responsibility and the liability for background checks to the organization.
